Charter Walk Shopping Centre Case Study
About the Client
Charter Walk Shopping Centre is a busy retail destination located in the heart of Burnley, Lancashire. Home to more than 85 retail stores, cafés, restaurants and customer facilities, the shopping centre welcomes thousands of visitors every week whilst supporting a wide range of operational teams working behind the scenes.
From centre management and security officers to maintenance engineers, cleaning teams and customer service staff, effective communication is essential to ensuring the shopping centre operates safely, efficiently and provides an excellent experience for both retailers and shoppers.
As visitor numbers increased and operational requirements became more demanding, the centre's existing analogue radio system was no longer delivering the performance required across the site.

The Requirement
Charter Walk Shopping Centre had been relying on an ageing Icom analogue radio system for many years. While it had previously served the centre well, the system was beginning to suffer from poor coverage, crackling audio and unreliable transmissions in several areas of the complex.
The management team also wanted to modernise the way departments communicated with one another. Their existing system offered limited flexibility, making it difficult for different teams to work independently without everyone sharing the same radio traffic.
The shopping centre required a communications solution capable of:
* Eliminating radio coverage blackspots throughout the shopping centre.
* Delivering crystal-clear digital audio in busy retail environments.
* Providing multiple communication channels for different operational teams.
* Allowing managers to make private one-to-one radio calls.
* Supporting emergency alerts for staff safety.
* Providing a scalable platform capable of supporting future expansion.

Above all, the client wanted a reliable communications system that would improve operational efficiency, enhance customer safety and allow teams to respond quickly to incidents anywhere within the centre.
The Solution
Following a detailed consultation and site survey, DCS 2 Way Radio recommended replacing the outdated analogue infrastructure with a complete Hytera MOTOTRBO-compatible digital radio solution designed specifically for the shopping centre's operational requirements.
A Hytera digital repeater was installed to provide reliable site-wide coverage whilst significantly increasing communication capacity through Hytera's Pseudo Trunking technology. This enabled multiple departments to communicate simultaneously without the expense of installing additional repeater infrastructure or purchasing extra Ofcom licences.
To improve management and incident coordination, a Hytera desktop control station was installed within the Security Control Room. This allows operators to:
- Initiate private one-to-one calls.
- Receive emergency alarm notifications.
- Identify individual radio users.
- Coordinate incidents across multiple departments.
Different radio models were supplied to suit the requirements of individual users.
Management and supervisory staff were equipped with Hytera PD685 digital radios featuring a full keypad and LCD display, enabling individual calling, caller identification and advanced messaging functions.
Operational staff, including security officers, maintenance engineers and cleaning teams, were issued with lightweight Hytera PD605 radios, providing exceptional audio quality, long battery life and discreet emergency alert functionality.
Dedicated talk groups were configured for:
- Security
- Centre Management
- Cleaning Services
- Maintenance
- Customer Services
- Facilities Management
This structured approach significantly reduced unnecessary radio traffic whilst allowing management to communicate directly with individual members of staff whenever required.
Deployment
Because Charter Walk Shopping Centre operates throughout the week with thousands of visitors on site, installation was carefully planned to minimise disruption to retailers, customers and daily operations.
Our engineers installed and commissioned the new Hytera digital repeater before carrying out comprehensive radio coverage testing across the entire shopping centre.
Coverage testing included:
- Internal shopping malls
- Retail units
- Food court areas
- Service corridors
- Loading bays
- Management offices
- External pedestrian areas
- Car parks
Each radio was individually programmed, labelled and allocated to the appropriate department before being issued to users.
Following final testing, the Security Team and Centre Management received operational training on using the desktop control station, private calling features and emergency alarm functionality.

The Results
The improvement in communications was immediate.
Areas that had previously suffered from poor reception and crackling audio now benefit from reliable digital coverage, allowing staff to communicate clearly throughout the shopping centre.
The introduction of dedicated communication channels has enabled security, management and operational teams to work far more efficiently, whilst private calling allows supervisors to communicate discreetly without interrupting other departments.
The new digital system has also strengthened staff safety through emergency alarm functionality, allowing team members to alert Security immediately should assistance be required.
Battery performance has improved significantly, providing reliable operation throughout long working shifts without the need for replacement batteries.
Most importantly, Charter Walk Shopping Centre now benefits from a modern communications platform capable of expanding alongside the centre's future operational requirements.
After Care
Our relationship with Charter Walk Shopping Centre continues long after the installation was completed.
We continue to provide technical support, radio servicing, replacement equipment, software updates and ongoing system programming whenever operational requirements change.
Regular customer follow-up ensures the communications system continues to operate at peak performance, whilst our rapid replacement service minimises downtime should equipment ever become damaged.
As the shopping centre evolves and new retailers join the complex, additional radios, users and communication groups can easily be added to the existing digital infrastructure, ensuring the system remains capable of supporting future growth.
Conclusion
The Charter Walk Shopping Centre project demonstrates how upgrading from an ageing analogue radio system to a modern Hytera digital communications platform can dramatically improve operational efficiency across busy retail environments. By eliminating coverage issues, introducing dedicated communication channels and providing advanced emergency features, the shopping centre now benefits from faster response times, clearer communication and improved coordination between every operational department.
